Yes, when the aspect-ratio lock is on the image fits inside the box without distortion. Turn the lock off to get an exact size — the image is then cropped from the center to the given sides.

Yes. When you set exact pixels or a long side we'll upscale the image to the requested size. In percent mode, a value above 100% enlarges the image too.
